JOB SUMMARY
The coordination and responsibility of repairs and upkeep of all City Buildings and grounds. Under limited supervision of the Administrative Support Director, performs managerial work analyzing on all City Buildings. Responsible for providing preventative maintenance services and repairs of existing buildings.

DUTIES AND RESPONSIBILITIES:
  • Perform a wide variety of skilled and semi-skilled tasks in building trades, including electrical, plumbing, HVAC, carpentry, painting, and general facility repair.
  • Respond to and complete work orders in a timely manner; maintain accurate, detailed records of work performed, materials used, and labor hours.
  • Conduct routine inspections of municipal facilities to identify maintenance needs, safety hazards, and code compliance issues.
  • Develop, implement, and maintain a comprehensive preventative maintenance program for all City facilities, equipment, and systems.
  • Create and maintain long-term building maintenance plans, including repair and replacement schedules for major systems and assets.
  • Maintain inventory levels of tools, equipment, and materials; initiate and track purchase requests in accordance with procurement policies.
  • Order, track, and verify receipt of repair parts and supplies; ensure quality of work performed prior to approval of vendor payments.
  • Coordinate with contractors, vendors, and internal departments to complete maintenance and construction projects efficiently and in compliance with applicable standards.
  • Monitor and inspect construction and renovation projects to ensure compliance with approved plans, permits, codes, and specifications.
  • Read and interpret blueprints, schematics, technical manuals, and adopted building codes to support maintenance and construction activities.
  • Ensure all work is performed in accordance with local, state, and federal regulations, including safety standards such as OSHA requirements.
  • Assist in managing facility-related projects funded through local, state, and federal grants, including documentation and compliance tracking.
  • Maintain building systems to ensure functionality, energy efficiency, and protection of City assets.
  • Provide emergency response and after-hours support for facility-related issues as needed.
  • Communicate effectively with supervisors, staff, and the public regarding maintenance requests, project status, and facility concerns.
  • Support departmental goals by assisting with budgeting, planning, and reporting related to facility maintenance operations.
  • Perform other job-related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
  • Basic maintenance and repair of heating, ventilation and air conditioning units.
  • Knowledge of methods, techniques of high voltage electrical systems maintenance and repair
  • Knowledge of plumbing practices and procedures
  • Knowledge of backflow device installation and repair
  • Knowledge of IBC, IMC, IPC, IRS
  • Working knowledge of current construction methods, materials, tools & equipment
  • Skilled in interpreting and reading blueprints, diagrams and plans
  • Operational characteristics of a wide variety of building maintenance and equipment and tools.
  • Occupational hazards and standard safety practices
  • Pertinent to federal laws and local laws, codes and regulations
  • Ability to identify unsafe building conditions.
  • Ability to communicate clearly and concisely both orally and in writing
  • Ability to establish and maintain effective working relationships with City and State administration and co- workers
  • Ability to perform essential function and adapt to working conditions
QUALIFICATIONS:
  • High school diploma or GED certificate.
  • Valid New Mexico driver’s license
  • Two years’ building maintenance and repair experience.
  • General Contractor’s license or journeyman license preferred.
  • Must pass pre-employment drug screen and background check.
WORKING CONDITIONS:
  • Performs work both inside and outside
  • Perform work from ladders and in confined spaces
  • Exposure to noise and vibration factors.
  • Exposure to dusts, mists, paint fumes, and gas fumes. (Must be able to physically utilize PPE in exposure situations)
  • Must utilize appropriate PPE, dependent upon functions being performed.
  • Work primarily in daylight hours, but may be asked to perform duties after hours.
  • Requires handling of average-weight objects up to 100 pounds.
  • Ability to stand, walk, sit, kneel, crouch, climb, bend, twist, rotate, bend, push, pull.
  • Ability to use hands to grasp/manipulate objects frequently, and the use of fingers.
  • Ability to coordinate eyes, hands and feet frequently.
