IPRA Compliance Clerk
FULL-TIME REGULAR
Annual Salary: $39,395-$50,980 ($18.94-24.51 an hour) depending on experience

GENERAL PURPOSE:
Under the direction of the Chief of Police; the Inspection of Public Records Act (IPRA) technician receives, evaluates, and prepares documents, audio, video and various other materials related to the City of Belen and specifically the Belen Police Department. Regular functions include uploading, printing, and compiling records and reports; adhering to distribution and compliance with requests in accordance with IPRA and other applicable New Mexico statutes, and performs a variety of technical tasks relative to assigned areas of responsibility. The IPRA technician will plan, coordinate, review and redact assigned IPRA requests to meet delivery requirements.

The IPRA technician will also access records management systems, computer aided dispatch records, audio and video using a computer system. The IPRA technician will also use redaction software to process records requests.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Work within the direction of policy, protocols, and procedures to ensure consistent, citywide IPRA compliance, to include identification and recommendation of technological records management software.
- Review and complete required redactions of documents, photographs, audio or video related to IPRA requests. Content may contain graphic and disturbing imagery, audio or other descriptions.
- Keep abreast on changing policies, laws, regulations and national trends.
- Participate in the development and implementation of City of Belen and Belen Police Department IPRA goals, objectives, policies, and priorities; recommend and implement periodic updates and adaptations to policy, protocols, and procedures.
- Collect and analyze data to provide accurate and timely information related to assigned functions and duties; develops and presents information in clear and easily used formats.
- Assist in researching, and responding to various information requests and inquiries received by the City of Belen or the Belen Police Department from outside agencies, the various courts, and the general public.
- Attend and participate in professional group meetings; monitor new trends and innovations regarding IPRA policy and practice.
- Assists in researching, creating and administering department-specific IPRA training in accordance with applicable laws.
- Maintains privacy and confidentiality regarding sensitive, graphic, and legally protected content.
- Trains and guides other City of Belen or Belen Police Department employees on IPRA laws and best practices during department training, or as a result of the hiring of a new employee.
- Assist with other clerical office duties.
- Greet visitors and/or City employees; provide assistance in directing individuals appropriately.
- Respond to public inquiries in a courteous manner, provide information on departmental and city policies and procedures as needed.
- Answer the telephone and assist the general public, provide information on departmental and City policies and procedures as needed.
- Organize and maintain file system, and file correspondence and other records.
- Operate a variety of office equipment including telephones, copiers, facsimile machines and computers, input and retrieve data text; organize and maintain various filling.
- Attend meetings as needed.
- Other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of City government and operations.
- Knowledge of the New Mexico Inspection of Public Records Act to include NMSA section 14-2-1 through 14-2-12 and any amendments.
- Knowledge of principles, practices, techniques, activities, rules, and regulations related to the operations and functions of the position and duties and services provided.
- Knowledge of principles and practices of effective customer service, internal and external client interaction, and interagency collaboration.
- Knowledge of operations, services and activities of city departments.
- Ability to correspond effectively, consistently, and efficiently using professional writing and editing techniques, grammar, composition, spelling, punctuation and vocabulary.
- Ability to operate word processing software and possess computer skills in desktop and network systems.
- Ability to effectively coordinate workload and work product while managing assignments and projects.
- Ability to respond continuously to time-sensitive inquiries and requests, function autonomously within the scope of delegated authority; assess needs to prioritize and recommend appropriate courses of action and adaptations.
- Ability to timely and accurately enter data and update records using various mediums and formats; take initiative and exercise sound independent judgment within established procedural guidelines and carry out primary responsibilities in accordance with all governing regulations, statutes, and procedures to ensure achievement of goals and objectives.

QUALIFICATIONS:
- Must have a valid New Mexico driver’s license, must be insured for liability purposes.
- Must have High School Diploma or GED.
- Three years of administrative/clerical experience.
PREFERRED QUALIFICATIONS:
- Associate degree (or higher) from an accredited educational institution with a focus in criminal justice or other related field.
- One year of experience as an IPRA technician performing redaction on video and audio records.
